We have an annual big family cabin trip and last year I had 12 total on my A22 with full tanks and bags and it was fine. I was low on water but I was not worried even with lots of wakeboat waves around.

I would say the max weight limit is full ballast, wedge, and people that still allows you to get on plane.

Not enough info to answer. But here are some general rules.

#1 You can put in as much weight and people as you want until it sinks. At which point, that's one too many. But given that you're got capacity for 900 + 750 + 750 + 750 just in ballast, that's the equivalent of fifteen 200 lb adults. If you have more people, you can just fill the ballast less and have the same effect.

#2 You can float with a lot more weight than you can get up to surf speed (12 mph, not on plane) and you can get up to surf speed with a more weight than you can get up on plane.

# 3 How much weight you can get up on plane depends on model, motor, prop, how the weight is loaded (front-loaded is easier to get up) and altitude.

# 4 I go over the limit on what I can plane out with all the time. For instance, with my T23, 409, 2947 prop, at 7000 feet, I can get 3400 lbs of ballast and three people up on plane, but if I drop the wedge, I can no longer get it up.

So to answer your question, I'd say 14-16 adults, or the equivalent is fine. But walking ballast may require you to decrease water ballast if you want to plane out.

Are you asking from a legal standpoint? If so, you have no legal obligation to follow the placard on your boat. Make sure you have enough life vest though, life vest and fire extinguisher are legally required. Other than that, enjoy your overloaded boat with ballast. Please don't nose dive it from having too much weight in the bow.

From a weight placard standpoint I'm over the limit with just PnP 900's, hard tanks, and bow sack filled in my A24. Didn't even include the beer lol. A24 is rated at 2400lbs capacity but I surf at 4650lbs of ballast plus wedge and a small crew of 3-4. Like Dezul said, slam it but drive with your head on a swivel if it's on a busy lake. You don't want to dip the bow.
