So I'm having a few issues with the front ballast pump in my 2015 T23. This is the pump that fills my after-market 650 under the seats.
I had a day earlier this month when I came home and the bag was still 1/3 full and I couldn't pump any water out of it. I had to empty it into the bilge and pump it out with the bilge pump. Then, my wife takes it to the lake and says it won't fill, but once she was underway surfing it filled.
I pulled the pump up and detached it from its hoses and plopped it in a bucket. It certainly pumps water when the switch turns on, both to drain and to fill. The hoses are also clear as near as I can tell (you can flush water through the out of the boat hose, although not the "pump it into the boat hose" for some reason. Is there a filter or valve or something down there?
At any rate, I'm wondering if the pump is worn out and I should just replace it or what you recommend for this intermittent problem. The pump seems to work better if I prime it, for what that's worth.

Was the pump on while underway? Sometimes it will help prime it while filling underway. Also, while underway whether surfing or wakeboarding water will push through the pump and fill the bag without the pump even on. Whenever I'm pulling a wakeboarder water stays spitting out of the front bag drain and vent through holes which tells me the bag is being force fed with water. Sometimes when draining the front bag the pump will lose its prime, I always drain my bags while I'm cruising back in keeping the bow up so all water flows to the back of the bags and tanks....never take any lake water home with me. I have a 16 A20.

I deal with the same issues with my bow PnP bag. Mine air locks and won't fill all the time. All I have to do is get up to about 10-12 mph and turn the fill on and off a couple times. Maybe even flip it on to drain once and then back to fill and pump will prime and have no issues the rest of the day. Just takes a second. The only way my rear PnP and front bag will drain completely is if I empty while running with bow up. I will drain until the flow slows to a trickle and then get up to speed around 15 with bow high and the bags will drain the rest of the way.
